Let's get started:

Open a new canvas 600x600

Open ciz_retropunk_frame1

Copy & Paste

Resize 81%

Place in the center of your canvas

Open ciz_retropunk_paper5

Copy & Paste

Place under your frame layer

Delete excess around frame edges

Add your tube

Effects>Xero>Porcelin

Use these settings:

Open ciz_retropunk_paper8

Resize to 600x600

Add your mask

Merge group

Copy & Paste

Make this your bottom layer

Open ciz_retropunk_chromeswirl2

Copy & Paste

Resize 80%

Image>Mirror

Place near the top of your canvas above your mask layer

Open ciz_retropunk_clip2

Copy & Paste

Rotate to your desire

Place near the bottom right of your canvas

Add small drop shadow

Open ciz_retropunk_flower3

Copy & Paste

Resize as needed

Place to your desire

Add your name text

Add small drop shadow

Add your copyright
